New initiatives for research cooperation in the Black Sea
An Action Plan on Cooperation of Black Sea countries in
Science and Technology was adopted at the BSEC (Black Sea
Economic Cooperation) Ministers’ meeting held on 28
September 2005, in Athens. The event was organised by the
Greek Ministry for Development, in collaboration with the
International Centre for Black Sea Studies, and was attended
by the competent Ministers from Albania, Armenia,
Azerbaijan, Bulgaria, Georgia, Moldova, Romania, Russia,
Serbia and Montenegro, Turkey and Ukraine as well as by EU
officers and NGO representatives.
The meeting aimed to explore the scientific fields in which
regional cooperation can act as a major driving force for the
growth of the region. The main topics of discussion were the
need for a structured strategy to better utilise the human
potential, the adjustment of the S&T structures to the needs
of the free market, as well as the increase of funding and
investment. Within this framework, the Action Plan proposes
five main areas of action: Human resources, Capacity building,
Research infrastructure, Innovation and Priority domains for
research.
The Greek interest for research cooperation in the Black Sea
area is particularly stressed by initiatives such as the
preparation of the Action Plan during the Greek BSEC
Presidency, as well as the bilateral agreements between
Greece and BSEC countries, which, during the last three years,
have led to 150 joint research projects funded by 2.2 m. euros.
The enhancement of the EU cooperation with the Black Sea
and NIS countries in the area of New Emerging Sciences and
Technology is the main objective of the project "Opening up
the New and Emerging Science and Technology in NIS
countries". The project is coordinated by the Greek National
Documentation Centre (EKT) and co-funded by the 6th
Framework Programme (NEST).
"Innovation Research and Technology" magazine had the
opportunity to interview some of the key players of the BSEC
Action Plan: Andr¿s Siegler (Director/Directorate "International
Scientific Cooperation"/D.G.Research, European Commission),
Vladimir N. Fridlyanov (Deputy Minister of Education and Science
of the Russian Federation), Anton Anton (Secretary of State,
Ministry of Education and Research, Romanian Government).
