EKT published the final data
of the main R&D Expenditure
and Personnel indicators for
reference year 2013 in Greece.
The complete set of more
detaileddatabrokendowntype
of expenditure, type of R&D
personnel, educational level,
sex, region, field of science, etc.
will be made available in June
2015 (Commission Regulation
995/2012).
In 2013 Greece spent EUR
1,465.7
million
in
R&D
activities. R&D expenditure
increased by EUR 128.1 million
compared to 2012 and by
EUR 74.5 million compared to
2011. Overall R&D spending
increased in all R&D sectors.
As for personnel participating
in R&D, there was an increase
of the total R&D personnel (in
full-time
equivalents/FTEs)
across all R&D sectors. Total
R&D personnel in Greece
in 2013 reached 42,029.9
FTEs, an increase of 12.5% in
comparison with 2012 and
13.9% compared with 2011.

In what ways do the developments
in digital technologies affect the
conduct of science? What does
the transition to the paradigm of
Open Science entail and what are
the societal and economic benefits
obtained? Who are the major
stakeholders and how do they
contribute to the promotion of
Open Science? What do the above
developments entail for Open
Access to research data? Finally,
how istheNationalDocumentation
Centre (EKT) responding to the
changing landscape?
The above questions are answered
through the examination of the
notion of Open Science and
the presentation of the efforts
made in conveying the potential
resulting from the transition to the
paradigm of Open Science as well
as of the possibilities for policy-
making, as these are found in the
open consultation process on
Open Science launched recently
by the European Commission.
Focus is then placed on the key
issues discussed in relation to
the provision of Open Access to
research data at the international
conference organised by EKT in
Athens on the 15 and 16 January
2015 in the framework of the
RECODE European-funded project.
The conference sessions have been
informed by the issues highlighted
in the policy recommendations
produced by RECODE. The final
section focuses on the work
undertaken by EKT in promoting
Open Access to research data.
This includes participation in
European projects supporting
the formulation of European and
national open access policies to
research data, awareness-raising
actions, the operation of the
National Contact Point for Horizon
2020 and EKT’s infrastructures.
During the conference, EKT
interviewed different Open Access
experts, which spoke about Open
Access to research data policies
and requirements, the importance
and impact of open research data
on research practices, and the
future of Open Science. Specifically
in this issue of “Innovation,
Research & Technology”, available
are the interviews with Jennie
Larkin, National Institutes of Health
(NIH),
Artemis
Hatzigeorgiou,
University of Thessaly, and Mark
Thorley, NERC/RCUK/CODATA.
The
National
Documentation
Centre of Greece (EKT) has
launched a study series based
on bibliometric analyses which
produce established and reliable
indicators for research activity
in Greece. The study series
"Greek Scientific Publications: a
Bibliometric Analysis of Greek
Publications
in
International
Scientific
Journals"
aims
to
identify the basic characteristics
of Greek scientific output and to
explore Greece’s position in the
international scientific landscape.
The study’s findings are presented
with the use of interactive charts
and maps which illustrate the
results in a more comprehensible
and user-friendly way.
The latest study is based on data
from theWeb of Science Database.
According to the study, after the
small decline observed in 2010,
the number of Greek publications
is again growing, reaching 11.138
publications in 2012. Greece
is highly ranked among EU28
in terms of publications per
unit of R&D expenditure (8,327
publications per unit GERD) or
per researchers’ FTEs (0.462 per
researcher FTE). In addition, Greek
publications are increasingly cited
internationally receiving a total of
279,178 citations in the five year
period 2008-2012. Accordingly,
their citation impact is fast
growing reaching 5.23 citations
per publication, very close to the
average of EU and OECD countries
(5.70 citations per publication).
